The Game Parlour is an Inner Sunset board-game cafe that explicitly welcomes date nights, with hundreds of tabletop games and staff who can help you pick one. A $7 per-person play fee covers an open-ended visit, so two admissions stay under $20 before food or drinks.

It is structured enough for a first meeting (shared rules, clear activity) and flexible enough that you can leave when energy dips. The kitchen and espresso bar close one hour before the venue, so order earlier than you think.
